How do I sign up as a business?

Signing up for Pro subscription as a business, does not offer different features than normal SoundCloud Pro accounts, they simply provide tax exemptions for European and UK based businesses. 

if your business is based outside of Europe and the UK, you will need to purchase a personal account.

To sign up for a SoundCloud business account, simply check the box "It's a business!" when you purchase your premium account. You will then be prompted to enter your company name and VAT number.
